This pilot is designed to document the cost, logistics, installation requirements, and measurable results of cooling an occupied correctional dormitory. The objective is not to privately fund Florida’s correctional infrastructure indefinitely. It is to develop credible evidence, a practical implementation model, and a stronger case for future public investment.
